Obtaining a Texas Driver's licence important for Germans who live and work in Texas
Two important changes have recently gone into effect with Texas law pertaining to DPS (Department of Public safety).
Assignees/Expatriates coming from Germany may now exchange their driver’s license, similar to Canadian transferees, without taking the driving test. The documentation required to receive a state driver’s license remains the same.

Yes this is great. It begins September 1, 2009 and you will still need a letter from your company on company letterhead stating your location and address of employment and start date.

Unfortunately it doesn't seem to be true!
I (German citizen on a visa in Texas) just came back from the driver license office and they told me that I have to take both written and road test although I have a German license.
I couldn't find any information on http://www.txdps.state.tx.us/ about what CS wrote in the original post. Where did you get it from?

Hello, I helped a family from Germany and called the driver's license buereau and they had no problems with the transfer. It might be good to talk to a different office or person.

Hi again,
That's weird. I went to two different driver license offices (in Houston) and called the texas department of public safety. They all told me that they don't accept a German passport/driver license and that I have to take theoretical and road test.
I would really like to avoid this but without showing them some proof of this change of law they just don't believe it. Is there any other documentation on it except in this blog!
Can anyone help?
